Chris Hoofnagle

Research Bio

Chris Jay Hoofnagle is a Professor of Law in Residence at Berkeley Law, and Faculty Director of the Berkeley Center for Law & Technology.  He helps students from different disciplinary perspectives understand the effects of law on technology. He teaches tort law, cybersecurity, privacy, consumer protection, forensics, and seminars on new technologies. He holds a dual appointment with the School of Information.

Hoofnagle is author of Cybersecurity in Context (Wiley 2024), Law and Policy for the Quantum Age (Cambridge 2022), and Federal Trade Commission Privacy Law and Policy (Cambridge 2016).

Hoofnagle is an elected member of the American Law Institute and maintains a private law practice focusing on venture, emerging technology, and intel- and defense-tech. With his brother Professor Mark Hoofnagle (Washington University), he modeled the concept of "denialism," rhetorical techniques that are common in disinformation campaigns.

“We’ve been really working very hard to defend academic freedom and free speech,” Ben Hermalin, the executive vice chancellor and provost said during the discussion. “But where I think we have failed to do it perfectly is we have not convinced our constituents that we’re doing it. We have not provided them that kind of confidence that we are out there protecting free speech and academic freedom.”
