Phase 4 Compliance and Oversight

Planning for, and oversight of Phase 4 Research Recovery will be managed by established ‘Building Oversight Committees’ (BOCs), with oversight by cognizant deans and department chairs, and final approval by the VC Research and Joint Planning Committee for Academic Buildings (JPCAB).

As with Phases 2 and 3, it will be up to each department/facility/research group to determine how best to organize and schedule its personnel and research activities within the occupancy limits, and ensure that 6’ distancing is maintained at all times. All research that can be conducted remotely (including meetings, seminars) should continue to be conducted remotely per state and local public health orders. 

Health & Safety

All on-campus personnel must adhere to campus requirements for training, testing and filling out the daily symptom screener. All personnel should download the Berkeley Mobile App and be able to demonstrate a green campus badge whenever they are on campus.  It is the responsibility of the PI/research director/facility director or department chair to make sure that all personnel granted approval to come to campus complete training and testing prior to coming to campus.

Phase 4 guidelines apply to all individuals, regardless of vaccination status.

Campus employees and students are encouraged to get vaccinated, and to upload documentation of their vaccination status with UHS.  Once documentation is confirmed, fully vaccinated individuals can reduce their testing requirements.

Ramping Back Down

Although we hope that rising levels of vaccination, coupled with ongoing campus and community efforts to stem the spread of COVID-19 will continue to be effective, a resurgence could occur at any time, particularly as new variants emerge and circulate. All researchers should be prepared to return to previous phase requirements if required by the VC Research. 

Monitoring Compliance

All campus personnel are empowered and encouraged to report recurring noncompliant practices. Faculty Principal Investigators, unit directors and department chairs should make every effort to resolve reports of problems locally if possible. If safety deficiencies are not resolved locally in a timely fashion, the issue should be escalated to the appropriate department chair, dean, or Building Oversight Committee, or if necessary the VC Research, for swift correction. 

Consequences for not following health and safety measures include revocation of campus access privileges for individuals, or if necessary, entire research groups/units.
